These bids shall cover the furnishing of all labor, material, equipment, mechanical workmanship, transportation and services which are required for the Helms Community Center Project, Project (PW 535), consisting of construction of a 10,500 square foot, wood frame, single story, community center located at 2500 Road 20, San Pablo, adjacent to Helms Middle School. The Community Center includes a reception/lobby area, a large community room with a catering kitchen, rest rooms, offices, computer room, fitness room, youth room and multipurpose rooms. The building exterior is composed of cement plaster finish, aluminum windows and storefront, and multiple roofing systems. Construction includes complete installation of mechanical, plumbing, electrical, telecommunications and security systems as described on the drawings. Site work includes wood trellis, new paving, fenced outdoor tot lot, bioswales, landscape, irrigation, and site lighting. This project will be LEED Silver and the contractor will be required to follow LEED criteria and to submit appropriate certification documentation. The Engineeer’s Estimate is $5 million.

The contractor shall possess a Class B State of California Contractors License at the time this contract is awarded.

In order to comply with funding requirements, it is the intent of the City to enter into a contract for the work at this time but to have a delayed start for the work. The work contemplated must follow grading work performed by the School District under a separate contract (shown as work “by others” on the Helms Community Center plans). The current anticipated start date for the City’s Helms Community Center project is on or around January 31, 2013. Contractor, subcontractors, vendors and all other entities bidding on this project must maintain their bid prices, performance and payment bonds from the award date to completion of the project. If necessary, contractor, subcontractors, vendors and all other entities bidding this project shall include any cost escalation required to perform the work from anticipated start to finish. City will not provide any additional monies due to the delayed start of the contract.

The bid opening date may be extended by addendum issued by the City, in which case any bids already received for the original bid opening will be returned unopened and sealed bid proposals for the extended bid opening shall be resubmitted on or before the date specified in the addendum, and will be opened, read and recorded at the same place specified above. In the event the City issues any material change, addition or deletion to the bid documents closer than 72 hours before the bid opening, the date and time shall be extended by at least 72 hours (PCC 4104.5).
