4/25/2016 Update

Relocation of El Portal Drive Westbound On-Ramp

Construction continues on El Portal Drive with an anticipated completion in early summer of 2017. For the month of April the work will consist of reconstruction of masonry walls on the west side of El Portal Drive, relocation of existing utilities, sidewalk reconstruction and the reconstruction/realignment of El Portal Drive and the eastbound I-80 off ramp at El Portal Drive. Weather permitting, this work will be completed by May, 2016.

From April 25, 2016 – May 6, 2016 there will be times where El Portal Drive will be closed at the I-80 underpass in order to reconstruct the median, sidewalk, paving, striping, and the installation of new sewer and storm drain systems. This work will occur between the hours of 8PM – 5AM Monday – Friday of these weeks. Please plan on using the signed detours to Hilltop Drive for westbound traffic and San Pablo Dam Road for eastbound traffic. Delays are expected and your patience is appreciated. The sidewalk on El Portal Drive from Glenlock St to the Intersection of the WB I-80 off ramp will be closed. Please see the alternative pedestrian and bicycle detour as outlined in green arrows on the attachment.

Replacement of Riverside Avenue Pedestrian Overcrossing  

Construction to replace the existing Riverside Avenue Pedestrian Overcrossing began at the end of    March, 2016 with an anticipated completion in early fall of 2016.  As part of this work several existing utilities both underground and overhead may temporarily not be available for use for short periods of time as they are either relocated or de-energized to perform various items of construction.  These utilities include but are not limited to PG&E Electrical, PG&E Gas, Comcast, AT&T, EBMUD Waterline, and Sanitary Sewer.  Each of the residences/businesses directly affected by these temporary relocations/shutdowns will be contacted individually at least 7 days in advance and again 24 hours prior to the shutdown.  Please plan accordingly.

From April 25, 2016 – May 6, 2016 there will be times where Amador Avenue will be closed in front of Riverside Elementary School in order to install a temporary structure over Amador. This work will occur between the hours of 9PM – 6AM Monday – Friday of these weeks. Please plan on using the signed detours to Shasta Ave. for westbound traffic and Riverside Ave. for eastbound traffic. Delays are expected and your patience is appreciated.

Electronic changeable message signs will be placed in strategic locations on city streets to minimize traffic delays and public inconvenience. This is necessary as part of the I-80/San Pablo Dam Rd Interchange Reconstruction Project, which is managed by the CCTA (Contra Costa Transportation Authority). PROJECT DESCRIPTION: The project is located within the City of San Pablo and unincorporated Contra Costa County and borders the City of Richmond. Proposed improvements are intended to alleviate congestion and improve traffic safety along I-80 and at the three interchanges. The project scope includes:

1. Replacement and widening of the San Pablo Dam Road Overcrossing;

2. Relocation of McBryde Avenue access from westbound I-80 (westbound direction is towards San Francisco);

3. Relocation of El Portal Drive access to westbound I-80;

4. Realignment of Amador Street to intersect with San Pablo Dam Road further east; and

5. Replacement of the I-80/Riverside Avenue Pedestrian Overcrossing serving Riverside Elementary School and extending it across Amador Street


PROJECT STATUS: Detailed project design is complete for phase 1 and construction began in late 2015. 

PROJECT FUNDING: The current project cost is estimated at $118.8 million of which $38 million has been secured from multiple sources including the City of San Pablo ($3 million), Contra Costa's Measure J Transportation Sales Tax ($12 million), state ($15 million), and regional funds ($8 million).

The project is sponsored by the City of San Pablo, Contra Costa Transportation Authority, California Department of Transportation (Caltrans), in cooperation with the City of Richmond, Contra Costa County and the West Contra Costa Transportation Advisory Committee.
