Construction work / Utility relocations to begin during the third week in June 2014, will require road closure on El Portal west of I-80
As described at the public information meeting March 25, 2014, El Portal Drive, near Glenlock Street in the City of San Pablo, will be temporarily closed to allow for the advance relocation of underground utilities. This is necessary as part of the I-80/San Pablo Dam Rd Interchange Reconstruction Project, which is managed by the CCTA (Contra Costa Transportation Authority). The roadway closure is currently anticipated to begin on or around June 20, 2014 and continue into August. The closure limits on El Portal Drive will be between Glenlock Street and the entrance ramp to westbound I-80 (towards San Francisco), near the Shell Gas Station. Access to/from Glenlock Street from/to El Portal Drive and all entrance and exit ramps will remain open at all times during construction. The sidewalk on El Portal Drive within the road closure segment will remain open at all times, except as needed, when construction activities require temporary closure for public safety. Refer to the attached detour maps.
Detour signs will be posted to inform drivers of alternative routes to reach their destination during the roadway closure. Electronic changeable message signs will be placed in strategic locations on city streets to minimize traffic delays and public inconvenience.
The Contra Costa Transportation Authority (CCTA) and project partners, including the cities of San Pablo and Richmond, Contra Costa County, and Caltrans, are making every effort to provide opportunities for project neighbors to stay informed about this construction work, and have established a Project hotline phone number (510) 277-0444, where you can leave a message with questions on the project and construction work.

||PROJECT DESCRIPTION: The project is located within the City of San Pablo and unincorporated Contra Costa County and borders the City of Richmond. Proposed improvements are intended to alleviate congestion and improve traffic safety along I-80 and at the three interchanges. The project scope includes:
1. Replacement and widening of the San Pablo Dam Road Overcrossing;
2. Relocation of McBryde Avenue access from westbound I-80 (westbound direction is towards San Francisco);
3. Relocation of El Portal Drive access to westbound I-80;
4. Realignment of Amador Street to intersect with San Pablo Dam Road further east; and
5. Replacement of the I-80/Riverside Avenue Pedestrian Overcrossing serving Riverside Elementary School and extending it across Amador Street
Detailed project design is substantially complete for phase 1 and construction is anticipated to proceed in mid 2015.
The current project cost is estimated at $118.8 million of which $38 million has been secured from multiple sources including the City of San Pablo ($3 million), Contra Costa's Measure J Transportation Sales Tax ($12 million), state ($15 million), and regional funds ($8 million).
The project is sponsored by the City of San Pablo, Contra Costa Transportation Authority, California Department of Transportation (Caltrans), in cooperation with the City of Richmond, Contra Costa County and the West Contra Costa Transportation Advisory Committee.
