Program Description

The San Pablo Neighborhood Champions Program is a paid community-driven initiative designed to empower residents to take an active role in enhancing the beauty and cleanliness of our beloved city. These neighborhood champions will serve as dedicated community liaisons for the San Pablo Shines beautification outreach campaign, focusing their efforts on revitalizing Old Town and achieving three primary objectives:


  • Reduce Illegal Dumping: Combat the excessive illegal dumping that plagues our San Pablo neighborhoods by raising awareness and implementing proactive measures.

  • Increase City’s Free Waste Disposal Program Awareness: Inform residents about the wealth of existing community programs and resources available in San Pablo.

  • Foster Civic Pride: Cultivate a sense of pride among residents, inspiring them to actively participate in maintaining a litter-free and vibrant city.


Qualifications: To become a San Pablo Neighborhood Champion, individuals must meet the following qualifications:Neighborhood Champions Map


Residency Requirement: To be eligible, you must live in the Old Town neighborhood in San Pablo and provide proof of residency within the specified area. This proof can include a government-issued ID, a utility bill, a driver's license, or similar documents.


Minimum Age: Minimum age requirement is 16 years old at the time of application.


Community Involvement: Demonstrated connection to the community including involvement in community activities for 1-2 years.


Adaptable Community Engagement: The ability to engage with the community through various flexible means such as social media, canvassing, word of mouth, or any other recommended outreach strategies.

Program Details:


Neighborhood Champion Responsibilities:


  • Monthly community engagement activities 

    • Minimum 12 total engagements of the San Pablo Shines beautification campaign which may include distribution of flyers, digital posts, or canvassing activities by June 30th 2024

    • Minimum of a monthly outreach efforts supporting raising awareness of San Pablo’s free waste disposal programs

    • Community engagement plan must be discussed in advance and should be documentable. 

  • Activity

    • Host 3 litter cleanup events in San Pablo

    • Complete at least 4 On-Land Visual Trash Assessments (OVTA)

  • Reporting

    • Minimum of 4 reports of Illegal Dumping via SanPabloReach app or calling City staff

  • Training

    • Attend 1-2 trainings hosted by City staff to learn about

      • City’s free waste disposal programs

      • How to perform an On-Land Visual Trash Assessment

      • How to use the SanPabloReach app


Selected Neighborhood Champions will be eligible for the following:


  • Stipend: Receive a $2,000 stipend as recognition for your commitment to the community. Stipend to be divided into 2 payments.

  • Group Participation: Groups of 2-4 participants are allowed to apply, with the assignment of a Group Lead who will coordinate with San Pablo staff and ensure smooth collaboration. Groups will receive a total $2,000 stipend regardless of the number of members. Stipend will be paid to the Group Lead. It will be the responsibility of the Group Lead to distribute payment to other group members.

  • Community Events: Neighborhood Champions will be responsible for organizing and leading a minimum of three community litter cleanup events during the program duration. These events can vary in size and scope, and the city will provide support to ensure their success (City can provide trash bags, trash pickers, and haul trash that is collected. City can support printing materials for event outreach.)

Interviews:             

Eligible applicants will go through an interview process to assess their dedication and commitment to the program. Interviews will be conducted via phone call. Interviews can be conducted in Spanish if requested.


Selection:             

Two to three applicants will be chosen from the Old Town neighborhood during the pilot year. Final selections will be announced by December 11, 2023.


Program Duration:         

The program will run until December 31, 2024.
