I-80/San Pablo Dam Road Interchange Reconstruction
2/27/17 Update - Relocation of El Portal Drive Westbound On-Ramp
Grinding and paving of El Portal final stage will take place over ten days, a portion being reconstructed daily. One way reverse will be implemented to ensure traffic flow around the operation. Grinding will occur during night closure and a micro-grinder will be utilized to ensure that it is drivable post-grinding. Please expect one-way reverse traffic control on El Portal 2/27/17 – 3/3/17 (Mon-Fri) from 9pm to 5 am and 3/6/17 – 3/10/17 from 9 am to 3 pm. Please expect reduced lane widths and allow for delays.

Replacement of Riverside Avenue Pedestrian Overcrossing
Construction to replace the existing Riverside Avenue Pedestrian Overcrossing was completed early spring of 2016. For the month of November 2016 the construction will continue at the Riverside Elementary School, over I-80, and at Humboldt Ave as the existing overcrossing is demolished.
For the month of November, 2016 there will be times where Amador Avenue will be closed in front of Riverside Elementary School in order to demolish the ramp for the existing Pedestrian Overcrossing. This work will occur between the hours of 6PM – 10:30 Monday – Saturday. Please plan on using the signed detours to Shasta Ave. for westbound traffic and Riverside Ave. for eastbound traffic. Delays are expected and your patience is appreciated.

Electronic changeable message signs will be placed in strategic locations on city streets to minimize traffic delays and public inconvenience. This is necessary as part of the I-80/San Pablo Dam Rd Interchange Reconstruction Project, which is managed by the CCTA (Contra Costa Transportation Authority). Thank you for your cooperation during this essential work.
1. Replacement and widening of the San Pablo Dam Road Overcrossing;
2. Relocation of McBryde Avenue access from westbound I-80 (westbound direction is towards San Francisco);
3. Relocation of El Portal Drive access to westbound I-80;
4. Realignment of Amador Street to intersect with San Pablo Dam Road further east; and
5. Replacement of the I-80/Riverside Avenue Pedestrian Overcrossing serving Riverside Elementary School and extending it across Amador Street
PROJECT STATUS: Detailed project design is complete for phase 1 and construction began in late 2015.
PROJECT FUNDING: The current project cost is estimated at $118.8 million of which $38 million has been secured from multiple sources including the City of San Pablo ($3 million), Contra Costa's Measure J Transportation Sales Tax ($12 million), state ($15 million), and regional funds ($8 million).
The project is sponsored by the City of San Pablo, Contra Costa Transportation Authority, California Department of Transportation (Caltrans), in cooperation with the City of Richmond, Contra Costa County and the West Contra Costa Transportation Advisory Committee.
