Regional Alternative Compliance
Project Overview
The Regional Compliance for a Sustainable Bay Project (Project) is a collaboration between the Cities of San Pablo, Walnut Creek, and Richmond, and Contra Costa County.
The Project aims to develop a regional Alternative Compliance System (System) that will more efficiently and cost-effectively improve water quality, achieve multiple water quality benefits, and reduce compliance pressures on permittees.

Summary
The Regional Compliance for a Sustainable Bay Project (Project) will develop a Regional Alternative Compliance System (System) for Contra Costa County, with the intent that the Project deliverables be easily implementable for other regions and entities subject to the same water quality compliance requirements.

The System will be developed with input from the following:
- Steering Committee
- Advisory Committee (AC)
- Technical Advisory Committees (TACs)

Workshop 1 introduced the Project and Project objectives, summarized the capabilities and limitations of Alternative Compliance Systems, identified and discussed major components of Alternative Compliance Systems, and answered stakeholder questions.

The RAC System is intended to provide a flexible, cost-effective, and scientifically defensible compliance option to address the post-construction stormwater treatment (C.3) requirements of the San Francisco Bay Municipal Regional Stormwater National Pollutant Discharge Elimination System Permit. The workshop is intended to provide an overview of the RAC System and the approach to implementation.
