For years, the City has prioritized a proactive approach to housing through the Tenant Assistance & Support Package.

What is Available Now? Residents and housing providers already have access to high-quality resources designed to resolve issues before they escalate:
  • Professional Mediation: Through our partnership with ECHO Housing, we provide free or low-cost counseling to help renters and property owners find common ground.
  • Rapid Implementation: Our team is moving with incredible speed to turn Council vision into community reality, ensuring these protections are available to nearly all renters in our community.

What Does This Mean for Me? 

  1. I am a Housing Provider
As of March 2, 2026, your protections have expanded. If you live in a single-family home or ADU, you are now likely covered by 'Just Cause' rules that didn’t apply to you before.
  • Expansive “Just Cause” Protections: While state law ignores many homes, San Pablo’s local rules require a legal reason for eviction for nearly all rental units, including single-family homes and ADUs.
  • Enhanced Relocation Assistance: If you face a “no-fault” eviction (such as an owner move-in), San Pablo requires two months of relocation assistance — that’s double the state’s one-month requirement.
  • Stronger Anti-Harassment Laws: New rules strictly prohibit mean-spirited tactics like intentional utility shutoffs or repeated buyout offers.
  • A Professional Safety Net: You have a right to a stable home. We provide the tools to ensure your rights are protected. These protections prevent the property neglect and safety issues that often happen under more restrictive, “frozen” housing models.
