Economic Development Strategy

The City Council adopted City Council Priority Workplan FY 2023-15 on May 1, 2023 via Resolution No. #2023-058. The City Council Priority Workplan includes a major policy goal of Focus on Economic Development and Fiscal Diversification. It further includes priority #412: Create City-Wide Economic Development Strategy and Implementation Plan in Consultation with SPEDC.

The San Pablo Economic Development Strategy (EDS) will provide a strategic framework to guide the City's economic development policies and programs over the next 5 years. The EDS is based on a comprehensive research and stakeholder input process, and reflects consensus views on the most promising opportunities and the most pressing challenges facing San Pablo’s economy.
