2024 Local Hazard Mitigation Plan

The Local Hazard Mitigation Plan is a multijurisdictional planning effort lead by the Contra Costa County Office of Emergency Services. This plan serves as a guide for the county to become more resilient to the impacts of natural, human-caused, and technological hazards. The County base plan was approved by the Federal Emergency Management Agency (FEMA) and the California Governor’s Office of Emergency Services (CalOES) on September 18, 2024 and adopted by the Contra Costa County Board of Supervisors on November 5, 2024.

The City of San Pablo was a participating jurisdiction in the 2024 update to the plan. Information specific to the disaster risks, vulnerabilities, and mitigation measures in San Pablo is contained in the City of San Pablo Annex. The Annex was adopted by the San Pablo City Council on April 7, 2025, and was formally approved by FEMA on April 22, 2025.  The approval letter can be found here: [click to open]
